A respected corporate and securities attorney based in the United States, Tara advises public and private companies, boards, and executives on governance, compliance, and long-term growth. Known for her practical wisdom and thoughtful leadership, she brings clarity and structure to complex decisions, qualities that now shape her approach to community development and service.

Guided by the belief that true leadership is rooted in service, Tara co-founded The Westmorelite Foundation to give back to the parish that shaped her. Her work blends the discipline of governance with the heart of mentorship, empowering others through opportunity, education, and example. She lives by the principle “Each one teach one,” believing that progress begins when those who have walked the path reach back to lift others forward. Tara leads with empathy, collaboration, and purpose, ensuring that every initiative the Foundation undertakes is both impactful and enduring.

Under her leadership, The Westmorelite Foundation aims to serve as a bridge between Jamaica and its diaspora and a movement grounded in unity, pride, and lasting impact. Through her steady guidance and heartfelt commitment, Tara continues to inspire others to give, lead, and help Westmoreland, and all of Jamaica, rise stronger together.

Cosmond K. Jackson, JP

Born, raised, and still proudly rooted in Westmoreland, Cosmond is a true son of the parish whose life’s work reflects an unwavering commitment to community, leadership, and service.

A seasoned financial services professional with more than twenty-five years of experience, Cosmond is the founder of Time Value Finance Ltd. and TVM Finance Ltd., two respected institutions that have strengthened access to financial opportunities across Westmoreland. Before launching his own companies, he played a pivotal role in the growth of Billy Craig Bank, driving an impressive 200% expansion of its Savanna-la-Mar branch shortly after its opening. His earlier career included over a decade with Dehring Bunting & Golding Limited, where he rose to the level of Junior Partner, consultancy work with Scotiabank, and various roles at National Commercial Bank and Jamaica National Bank, further cementing his reputation as a trusted leader in Jamaica’s financial sector.

Cosmond’s professional accomplishments are matched only by his extraordinary record of public service. He currently serves as Vice- President of the Westmoreland Chamber of Commerce, Vice Chairman of the Manning’s School Board, Treasurer of the Justice of the Peace Association of Westmoreland, and a member of the Savanna-la-Mar Public Hospital Board. He has also served on the Boards of Unity Primary and Petersfield High Schools, among others. His leadership and guidance have helped shape institutions that serve the heart of Westmoreland’s youth and families.

A Justice of the Peace and recipient of the Governor-General’s Award for Community Service, Cosmond has led or supported numerous philanthropic initiatives across the parish — from education and youth sports to community development and disaster relief. His enduring support for Manning’s School and his investments in youth empowerment continue to inspire future generations to reach higher.

Through his vision, integrity, and commitment to progress, Cosmond embodies the spirit of service and pride that defines Westmoreland. His life’s work stands as a testament to what is possible when leadership is rooted in community and purpose.

Matthew A. Wallace

Matthew Wallace is a proud son of Westmoreland and a passionate advocate for community upliftment. As the owner of Matthew’s Sushi Bar in Negril and a co-owner of the renowned Scotch Boyz brand, Matthew has built a reputation not only as an innovative entrepreneur but also as a community leader who leads with heart.

A lifelong resident of Negril, Matthew’s roots in Westmoreland run deep. He understands firsthand the strength, resilience, and creativity of the parish’s people, qualities that inspire both his business ventures and his philanthropic work.

Over the years, Matthew has made significant contributions to the parishes of Westmoreland and Hanover, participating in initiatives such as Adopt-a-School programs, community development projects, and hurricane relief efforts. During times of crisis like the recent passage of Hurricane Melissa, he partnered with organizations like World Central Kitchen to ensure that families in need received vital sustenance.

At his core, Matthew believes that business success and community impact go hand in hand. Through his role with The Westmorelite Foundation, he continues to champion sustainable development, youth empowerment, and local entrepreneurship, helping to strengthen the very communities that shaped his journey.

With a heart for service and a deep love for Jamaica, Nastassia embodies the spirit of leadership through compassion and action. A results-driven professional and entrepreneur, Nastassia combines her corporate experience with her natural gift for motivating teams and building community impact.

Nastassia brings nearly a decade of expertise in operational excellence, team leadership, and customer experience management. Certified as a Six Sigma LEAN Practitioner and Scrum Master, she applies her analytical and strategic mindset to every endeavor, whether streamlining corporate processes or uplifting communities in need.

Nastassia is also the proud owner of several thriving Jamaican businesses, including Kingston’s Catch and Pro Hair Textures, each reflecting her commitment to innovation, empowerment, and cultural pride.

Philanthropy has always been central to Nastassia’s life. Guided by her belief that true leadership is service, she has supported numerous charitable causes across Jamaica, with a special focus on children and families. Most recently, she played an instrumental role in coordinating emergency aid to Jamaica during the passage of Hurricane Melissa, ensuring that relief reached those most affected in Westmoreland and surrounding parishes.

Through her role with The Westmorelite Foundation, Nastassia continues to channel her passion for people and progress, championing educational access, youth empowerment, and community resilience. Her journey is a testament to the power of purpose, professionalism, and patriotism working together to build a brighter Jamaica.

Sion Wallace is a proud daughter of Westmoreland and a woman whose life’s work reflects the essence of service, entrepreneurship and community pride. Born and raised in the parish she still calls home, Sion has spent more than thirty years in the travel and hospitality industry, becoming a trusted entrepreneur whose warmth, leadership and reputation have earned her respect across Jamaica and among visitors from around the world.

A lifelong entrepreneur, Sion has founded and operated multiple businesses across Westmoreland and in the United States, each built on her belief that opportunity should be accessible, dignifying and rooted in community advancement. Through her companies and often in her personal capacity, she has spearheaded philanthropic initiatives that have directly supported youth development, educational access, wellness and community upliftment. Her efforts are often quiet but unfailingly consistent and always guided by heart, compassion and purpose.

Sion is deeply passionate about youth development and believes that investing in the next generation is one of the most powerful ways to strengthen families and shape the future of Jamaica. She places equal importance on health and wellness as pathways to confidence, self belief and long term opportunity for young people. This commitment guides her approach to service and informs the programs and initiatives she champions.

Sion’s dedication to youth is also reflected in her leadership roles. She serves as Youth Coordinator at Mary Gate of Heaven Catholic Church in Negril where she mentors young people, creates pathways for growth and fosters an environment of belonging, discipline and hope. She also serves on the School Board of Negril Primary School where she advocates for educational enrichment, student development and meaningful support for children across the parish.

Widely regarded as a giver at heart, Sion is known across her community for her generosity, her integrity and her unwavering commitment to people. She is deeply respected not only for what she has built but for the lives she has touched along the way.

Through her role with The Westmorelite Foundation, Sion continues to pour into the parish that shaped her, championing youth empowerment, health and wellness, community development and a model of leadership firmly rooted in service.

Joycelyn Jackson

Joycelyn Jackson brings more than three decades of leadership, service, and community-focused excellence to the Westmorelite Foundation. A proud daughter of Westmoreland, Joycelyn’s life’s work reflects a deep commitment to helping others rise, rooted in her faith, shaped by her professional journey, and strengthened by her unwavering belief in the power of service.

A seasoned executive with over 17 years in the financial services sector, Joycelyn has served as Chief Operations Officer and long-standing Director at Time Value Finance Limited, where she has been instrumental in operational oversight, regulatory compliance, and organizational growth. Her career also spans impactful roles in life underwriting, real estate, hospitality, banking, and accounting, each reinforcing her strong foundation in leadership, financial stewardship, and client empowerment.

Joycelyn holds a Master of Science in Management and a Commonwealth Executive MBA, and is an accomplished Realtor Associate® licensed to conduct residential and commercial sales and leases across Jamaica.

But beyond her distinguished professional résumé, Joycelyn is guided by a profound sense of purpose. Her philanthropic efforts have long been faith-anchored, grounded in compassion, generosity, and a belief that service is a calling. For years, she has quietly supported numerous church initiatives across Westmoreland, offering encouragement, resources, and hands-on support wherever there was a need. Joycelyn’s approach to giving is deeply personal. She serves with humility, kindness, and a heart committed to community upliftment.

As a director of the Westmorelite Foundation, Joycelyn brings strategic insight, operational excellence, and a lifetime of service. Her leadership helps ensure that the Foundation’s mission is carried out with integrity, accountability, and genuine care for the people of Westmoreland and Jamaica.

Born in Westmoreland, Jamaica, Luke embodies the spirit of community, curiosity, and pride that defines The Westmorelite Foundation’s mission. Now a high school student, he balances his academic life with a deep love for sports, especially soccer, where his teamwork and discipline mirror his approach to service and leadership.

From an early age, Luke has been compassionate to the needs of others. His connection to Westmoreland runs deep. Born to parents whose families have been anchored in the parish for generations, he grew up witnessing the resilience of Westmoreland’s people and the beauty of its culture. Luke hopes to help ensure that future generations have even greater opportunities to thrive.

As Youth Ambassador, Luke seeks to inspire other young people in Jamaica and the diaspora to stay connected to their roots, give back to their communities, and believe that even small acts of kindness can create lasting change. Through his role, he aims to use his voice to highlight the importance of education, teamwork, and service, values that guide both his studies and his time on the soccer field.

Luke believes that leadership begins with empathy and action.
